月曜日、WikiLeaksが公開したPublic Library of US Diplomacy(PlusD)。その中に含まれる「キッシンジャー・ケーブル」その数170万点に及ぶそうだが、その中には、ボブ・ディラン、ジョニ・ミッチェル、ジェームス・テイラーなどのコンサートを冷戦下のソヴィエト開くというメモも含まれていた。

Bob Dylan Stars like Bob Dylan, Joni Mitchell and James Taylor were put forward to be the US government’s secret weapons in bringing down Communism, a Cold War memo has revealed.

A wish-list of A-list rockstars who could go on tour in the Soviet Union is outlined in a secret 1975 memo from the US embassy in Moscow.

In a note about “possible popular music groups for USSR tour”, the US ambassador Walter Stoessel Jr explains: “Believe ‘soul’ genre not top of interest here, and suggest priority consideration be given to ‘soft rock’, ‘blues/rock’, or ‘country rock’.”

The note adds: “While this would be new for Soviet tour, as would most aspects [of] current music, believe time ripe to make attempt.”

The memo - flagged up in this week’s Wikileaks release of 1.7 million diplomatic cables - goes on to list the main contenders for each genre, commenting that A-list artists should be approached rather than “lesser-known more derivative artists”.

Shortly after the death of Michael Jackson, it emerged that the East German secret police had spied on him during a visit to West Berlin to play a concert near the Berlin Wall in 1988.

Stasi files show there was concern that young people would “do anything they can to experience this concert”.



で試しに、WikiLeaksで検索したら下の文書が出てきた。ローリング・サンダー・レヴューのソヴィエト公演に関する書類だ。

公演実現に熱心であること、そして予算の付け方などを示しながら、ディラン等をソヴィエトへ連れてくる具体的な3つの方法を提案している。ツアーの時期は1976年9月から1977年頃がベストだとされている。

果たして具体的に何かが動いたか、或いはこの文集だけで終わったのかは知らないが、少なくともこういうアイデアはあったようだ。

中国公演の時、アメリカの秘密兵器 Bomb Dylan, The Ultimate Weaponて冗談まがいに言ったが、冷戦下の米ソで実際にそのような事が考えられていたとは…

1. EMB IS VERY ENTHUSIASTIC ABOUT POSSIBILITY OF BOB DYLAN AND ROLLING THUNDER REVUE TOURING SOVIET UNION. THREE POSSIBLE METHODS OF BRINGING GROUP TO SOVIET UNION EXIST.

2. OPTIONS ARE: FIRST POSSIBILITY IS THAT GROUP COME UNDER CULTURAL AGREEMENT AUSPICES, BUT THAT ALL ARRANGEMENTS BE MADE DIRECTLY BETWEEN DYLAN'S MANAGEMENT AND GOSKONTSERT, WITH EMB ASSISTANCE. NO DEPT. SUBSIDY IS ENVISIONED UNDER THIS OPTION. THIS ESSENTIALLY WOULD BE COMMERCIAL ARRANGEMENT, BUT CULTURAL AGREEMENT SPONSORSHIP WOULD FACILITATE NEGOTIA- TIONS, LEND PRESTIGE TO EVENT, AND ENABLE EMBASSY TO CONDUCT MULTI-MEDIA PROGRAM USING TOUR TO EXPLAIN ASPECTS OF AMERICAN SOCIETY REPRESENTED BY GROUP. EMBOFF WOULD TRAVEL WITH GROUP TO DEVELOP THESE MEDIA AND COMMUNITY CONTACT PROGRAMS. BEST TIME WOULD BE AFTER SEPTEMBER 1976 OR IN 1977.

3. OPTION TWO: GROUP COULD COME AS FULLY SPONSORED PAG WITH ALL ATTENDENT SUPPORT. 

4. OPTION THREE: GROUP COULD COME ON COMPLETELY COMMERCIAL TOUR WITHNO DEPT. OR EMB INVOLVEMENT. IN THIS CASE WE BELIEVE GOSKONTSERT WOULD MAKE EVERY EFFORT TO KEEP EMBASSY OUT OF TOUR AND THIS WOULD ELIMINATE POSSIBILITY OF AFFECTING GROUP'S PRESENTATION AND OTHER PROGRAMMING. 

5. POST BELIEVES OPTIONS ONE OR TWO ABOVE PREFERABLE TO THREE AS THEY WOULD ENABLE US TO DEVELOP FULLER IMPACT OF GROUP AS EXAMPLE OF ARTISTIC CREATIVITY AND WIDE ROOM FOR EXPRESSION OF VARYING IDEAS IN OUR SOCIEITY. 

6. SHOULD ONE OR TWO ABOVE BE FEASIBLE IN DEPT.'S VIEW, POST REQUESTS NAMES OF PRINCIPALS TO ACCOMPANY GROUP AND APPROXIMATE NUMBER IN GROUP SO WE MAY MAKE INFORMAL PRESENTATION TO GOSKONTSERT. 

7. POST BELIEVES THAT POWERFUL MESSAGE OF EXISTENCE AND TOLERANCE OF DISSENT IN FREE SOCIETY IMPLICIT IN SONGS OF DYLAN, BAEZ AND MITCHELL WORTH EXTRA EFFORT ON PART OF DEPT. AND EMB TO BRING TO SOVIET UNION. ADVISE.
